Cannot access Speciality feed of 9180

Although I have used the HP 9189 for 4-years I have not, until now, required to print A3. I now wish to use the Speciality feed.

However, when I lower the access tray, the display does not alter (calling to insert paper) and the paper doesn't slide beyond the rollers, indicating to me that the print jets have not been raised.

Is this a fault that requires a repair, or is there a solution?

On my 8850 there isn't a display, but the paper feed button flashes when waiting for paper to go into the special feed slot. Sometimes the special feed cover needs to be opened and closed more than once, and quite firmly, to activate it. Paper almost always finds a resistance from the rollers to being pushed in, especially if very floppy, or quite thick, or not perfectly flat. I often have to start it skew, and/or jiggle it around a bit.
